Did you try installing from the additional drivers window? It should work from there as steam requires these libraries, but if it still doesn't work, you may have to manually install the driver from nvidia and make sure that you say ok when it asks you to install 32 bit libraries... that being said, I'm not 100% sure that this is your problem. I just know that I've had this problem in the past.
