Some people especially operators may not have time to study the documents until 
the meeting time. The meeting gives authors opportunity to explain and have f2f 
discussions which may help the understanding.  Otherwise, why does IETF have 
regularly meetings yearly?

This is very new piece of work for many people, and other people want to think 
and contribute. Such rapid processing is seen as intentionally steered by a 
small set of people. That is the point.
