The primary method of communication in the IETF is through discussion on the list, not through the meetings.

The meetings are intended to progress exceptional issues, previously discussed on the list, which need the additional bandwidth of a face to face meeting.

If you have questions regarding the text in the framework, please ask them.

If you wish to propose additional or alternate text, please post it to the list, so it can be discussed.

If there is consensus on proposed changes to a WG draft those changes will be incoprorated in that draft.

Some people especially operators may not have time to study the documents until
the meeting time. The meeting gives authors opportunity to explain and have f2f
discussions which may help the understanding. Otherwise, why does IETF have
regularly meetings yearly?

This is very new piece of work for many people, and other people want to think
and contribute. Such rapid processing is seen as intentionally steered by a
small set of people. That is the point.

Why does the meeting matter?
