I have determined that this bug is caused by the deadlock in Bug 8591. It can
be recreated by refreshing NWAM. The event handler thread is stuck and thus
any other actions are not performed.
Further testing with nwam1-build:2009-05-04 archives doesn't recreate this
problem.
