I came across this also.  However, in my case the NCUs were also offline.  I
was able to narrow my case to the time when an upgrade from phase 0/0.5 to 1
was taking place.  After the upgrade when I disabled and enabled nwam, the
problem wasn't there.  

I see in your case that there wasn't an upgrade.  Need to compare logs to
narrow this down.

When you enable the Automatic NCP and nothing happens, is it the case where all
the locations are offline (like above)?  If you're not in the above situation,
can you switch NCPs?  NCP switching fails for me in the above situation, but
works if the above situation is not encountered.
