Yes, the domainname is sticky, and will remain until another location changes
it.

My tests showed that the domainname changed.  Is /etc/resolv.conf also updated?
 It could be related to bug 8825.  Does refreshing the network/location service
set the domainname (and /etc/resolv.conf) correctly?
