I had thought that was reasonable, but then when I thought about the
configuration options, I don't think it makes as much sense. A user can ask for
DHCP, static and autoconf addresses but never asks for a link-local address. To
me, it seems more intuitive that an IP NCU comes up when at least one of the
addresses asked for in the configuration preferences is assigned. My worry is
that if we just depend on link-local address assignment, DHCP issues won't be
as apparent for Automatic NCP users. Since this is the most common
configuration case, I'd be worried that they'd be confused by seeing NWAM go
up, then down 120 sec later.
