I think you're just looking at the v4 filter rules; try the '-6' option to
ipfstat to see the v6 rules.
This was a problem prior to the current build; we were passing the ports for
DHCPv6, but blocking the neighbor discovery traffic. Michael's push yesterday
did include an updated ipf6.conf file that should pass the v6 traffic as well.
Could you check the ifpstat output for the v6 rules and see what that shows?
