I have been testing with the following changes that Alan mentioned:

- nwamd_ncu_check_loc_conditions() activates NoNet if no NCUs are online
- added dependency of network/physical to system/name-service-cache
(name-service-cache already had a dependency on network/location)
- changed the stop method for nis/client to smf_kill_contract()
- added "project=default" to netadm and netcfg users in /etc/user_attr

I have observed that on NCP switch:
- nis/client does not settle down.  Two copies of ypbind are started and one of
them continually tries to bind giving me handful of "NIS domain name is ..."
messages.
- nis/client does not go into maintenance mode.
- I still continue to experience that switching NCPs is successful if I do it
quickly, but svc.startd gets wedged if I switch NCPs after a while (say 5
minutes).  [Alan, did you experience this?]

net-loc used to restart name-service-cache after configuring nameservices.  I
tried bringing that code back but still did not help.  What I don't understand
is why restarting nis/client unwedges svc.startd.
