Not much progress.  I tried switching to the NoNet location directly from nwamd
by setting the location/selected property and refreshing network/location
before enqueuing the FINI events for the NCUs.  What I've found is, switching
NCPs fairly quickly (within a minute or so) has no problems.  But if I don't
touch the machine for a while (something like >2 minutes) and then switch NCPs,
then there are problems.  Even the activation of NoNet doesn't complete.

I haven't quite figured out how restarting nis/client gets things working.  I
am inclining towards the interaction between nis/client and the firewall from
svc.ipfd.  I see two "/lib/svc/method/ipfilter fw_update
svc:/network/nis/client:default" because ipfilter comes alive with NoNet.
