It's both... the appointment of a "sysadmin" or regional coordinator or whatever you wish to refer to it as, is there to help those in that region, as they generally should have a better idea of the area, and should be able to help keep the data consistent and accurate... Read a very interesting article of late, of all the security systems in the world, the 1 true weak and strong point of the system is the human element, and so far there is no way I can think to simply set a system up, be it security or other wise without requiring the human element to ensure things go smoothly...
