Well of course it collides. I am in the private sector where the focus is on getting the job done promptly and efficiently. However you are in the public sector, and that's the way things are done, so just do it by their book and don't worry. Life's too short. If you try and change things (even for the better) you will annoy people. It's not fair but that's how things are.
