My #1 suggestion is to take pains to narrowly guide the process. For example: provide options rather than ask for suggestions. This allows a discussion about the respective pros and cons, rather than an free- for-all "ideas-fest". Use govt documents like eGIF and your Ministries branding guidelines to limit discussions about technology and design.
