This is becoming more the rule rather than the exception. This might sound a bit drastic, but I'd find a new bank. Without naming names, there are banks that will not insist on 3D Secure. Cart abandonment rates for 3D Secure is a significant issue, and if your bank doesn't understand what that means for your business, well... YMMV.
