Does anyone have any good unbiased links or resources about 3D Secure?

It seems most of the information out in the wild is either propaganda from the banks and card issuers or rants from web developers. I'm just starting a new integration today and the bank is pushing hard for 3D secure - maybe insisting - I'm not sure at the moment. We may well end up taking Greg's advice below, but I'd like to know a bit more about what it means for web developers and what it means for the end users first.

I have a (highly modified) OsCommerce site that has been running in NZ
for a few years.  I'm setting up a clone site for the Australian
operation and at the very last moment I've found out that Westpac
Australia require them to use 3D Secure.  The credit card processing is
via DPS Pxpost and I'll call DPS on Monday, but thought that people here
may have come across this before and are able to give me a clue.
