I spend most of my time working on php installs that work and usually
don't have to bother with php mechanics, but have recently had a
problem with a webhost in East Europe whose apache build is
represented as follows:

Apache/2.2.14 (Unix) mod_ssl/2.2.14 OpenSSL/0.9.8e-fips-rhel5 DAV/2
mod_bwlimited/1.4 Phusion_Passenger/3.0.2 mod_perl/2.0.4 Perl/v5.8.8

Yet it is running a php site.

I am used to apache builds that run php having php included in the
description, for instance:

Apache/2.2.3 (Debian) PHP/5.2.0-8+etch15

or this: Apache/2.2.9 (Debian) DAV/2 SVN/1.5.1 PHP/5.2.6-1+lenny9 with
Suhosin-Patch

The problem we had was that file uploads were not working.  We could
get file uploads to work within a text editor such as fckeditor, but
not using Drupal filefield or Drupal Attachments.  I have never had
this problem on any other site I have worked on and the webhost kept
trying to make out it was a scripting problem on my part.
