I've had someone else tell me that apache / php can be built in
unconventional ways and that sometimes hosts do this to limit
functionality. That might be what has been done in this instance.  Php
definitely works on this server, although not file uploads and who
knows what else as well.  Strangely, it is a dedicated server, which
means there is nothing stopping them from installing a standard
apache / php build.

While we were trying to understand the problem something happened to
cause php to uninstall (really, php is that flakey?) and in order to
reinstall it we were told that they had to rebuild apache from scratch
which seemed very unusual to me.  That possibly reveals something
about how apache and php were configured in this particular build.
Meanwhile the site, which generates money for the client while it is
online, was offline for 6-8 hours.  They tried to blame it on me but
all I did was reset the server through whm.  Usually when you make
changes to php you need to reset apache but it felt like in this
instance that was not required.  None of this I am sure of because the
host technicians are very evasive and I am only going on what I was
told.

Needless to say we are seeking a new webhost for the client.
