I'm in the process of developing a module that does the very thing you are looking for on one site using the url to establish: /country/ province/city . This module is based on nodes which are selected as listing nodes and can be found here: http://drupal.org/project/listing . I didn't mention it first time because it is still in alpha and because you are not very specific about your "series of facilities". It would be quite easy for those requirements to fall outside of the abilities of this module. I do intend taking this module forward because I am using it on sites of my own, but at the moment I have been distracted by other projects and not giving it the attention it deserves including a complete overhaul of the scriptology.
