I'm not sure Domain is the best choice here. I'd suggest prototyping a
couple of options.

As Thom also mentioned, one way of achieving this is via a hierarchical
taxonomy, then using Views arguments to refine the search.

e.g. example.com/west-coast/hokitika
I've implemented something akin to this on rivers.org.nz but focussed on
Regions / Rivers / River sections for kayaking.
http://rivers.org.nz/nz/west-coast/arahura/arahura-gorges

Also, I've had good success on ClimbNZ (still a work in progress) using
Node Hierarchy
http://drupal.org/project/nodehierarchy
e.g.
http://climbnz.org.nz/nz/si/canterbury/port-hills/britten-crag/the-roofs

Domain is powerful but introduces a lot of complexity that I'd recommend
avoiding if you can.

Regards
Jonathan
