I wouldn't hire somebody who has no commercial experience for more than $40k - $45k. And even then they'd need to be able to show competence with personal projects. If they think that they're worth more, I'd offer them a pay review at the 3 month point so that they've got a chance to prove what they think they're really worth.
Superstars are around but extremely expensive (Easily $80k - $100k +). And then there are lots of people at the lower end. It seems that there's a real absence of bread-and-butter intermediate developers at the moment. If any are around, they must be very happy where they are. And I must admit, most who I know are happy.
