Yes but it's not yet EOL.

I'm afraid we can't hold that promise:
(A) Oak 1.4 and 1.6 are not EOL so we have to provide maintenance releases.
(B) Java 7 is EOL so we don't need to provide maintenance releases for Oak 1.4
and 1.6 with Java 7.
(C) Solr 8.6.3 doesn't support Java 7.
(D) Solr 8.6.3 does need Java 8.
So we don't have another option I'm afraid...
