The rec.bicycles.tech archives (http://groups.google.com) will lead you 
to heaps of facts and arguments.  But no consensus.

Metallurgists state that steel is elastic - it can be flexed infinitely 
within its safe load without weakening.  Aluminum isn't and does fatigue 
even with safe load.

However, bicycle frames are not simply steel welded to steel.  Some 
brazing to lugs and some TIG welding may indeed weaken.  However, many 
steel frames are just as rigid after 25 years.
