I'd heard that Pro racers were complaining that the frames (steel) that they'd received early in the season felt soft by the end of the season. After a few tests it was basically concluded that the riders were stronger by the end of the season, and so they were able to flex the frames more, but not due to any inherent 'softening' in the frame.

Yeah, my dutch cycling magazine always said that the story that steel frames
lose their stifness over time is a fairy tale. They measure frame stifness
themselves when testing bikes and know what they're talking about.
