If you thinking of buying a new bike you might want to consider the Cannondale 
Cyclecross 800 Ultra.

It seems to have enough space for fenders and wider tires, has a suspension
fork, has hooks for a rear rack. You can also get just the frame & fork. They
don't make it in my size :-( I finally went for a Bertrand custom touring frame
(67 cm) which is still under construction.
