Except for your fender clearance problem, I would rebuild it. Don't
understand
your comment re "shifters worn smooth" but so what, old SIS can be run on
friction.
On the other hand, there are lots of second hand bikes around which, with
a
little renovation would make an inexpensive commuter vehicle.
