I'm relieved to find that what I wrote in 1994 still holds good, (but please
don't quote my 1974 stuff :-) ). It was written in response to the
"wear-a-helmet-and-you'll-be-safe" movement. 
  
Taking Can-Bike is not the only way to become a skilled cyclist (If it is,
my whole family is in trouble.) Also it is not necessarily the best way.
It is a first step though. 

I also understand that by taking Can-Bike II training you can call 
yourself a Can-Bike instructor. I think having some instructors that
are not certified is an issue.
