The story goes that Moscow had a velodrome that had ventilation ducts which, as is usual, could blow air in two directions to be evenly distributed. During record attempts, one side of the ducts was covered somehow so that the air was blown around counterclockwise, the same way as the track is ridden, so that the riders would have a "favourable" wind. (Air speed isn't measured when there's an oval.) It's the same effect when you have a steady stream of truck, vans, buses or friends in cars passing you along the parkway. You don't have to draft right up behind them to get a benefit.
