Besides the matter of high walls, could people comment on the other CPTED techniques, where maintenance and design are used to deter criminals:

The OID staff would not be apprehending criminals except perhaps petty vandals, but has the opportunity to make Observatory into a neighbourhood where individual would-be criminals are made to feel: 1. That everything in the area has an active, watchful "owner" (clearly delineated and well-maintained public, semi-public and private spaces with natural access control) 2. That they are being observed (high visibility between the street and houses, regular pedestrian and car traffic) 3. That they have a high chance of being detected should they attempt to break the law (visibility again) 4. That they there is a relatively high risk of apprehension (visibility and proximity of law enforcement) 5. That there are few natural escape routes 6. That the area comprises a community actively opposing them.
