The fence around Valkenburg does not adjoin a pavement, and is in a more secluded area (you have to go out of your way to reach it). I'm not sure about the University Document Management situation - but the Spirit Sister set-up is right against the pavement, where someone (human or animal) COULD inadvertedly come into contact with it....
