On top of OR attached to - those electric fence in question ARE
attached TO existing pallisade fences!!!!!

There is plenty of opportiunity for this in the case of Valkenberg you
can walk up to the fence in most places!

Maybe OR maybe not. But if you read that regulation probably a large
percentage of existing fences in Obs and the city do not comply with
the  draft. I don't think electric fencing should necessarily be
specifically picked out in this regard. Has anyone heard of any
verifiable stories of death or serious injury by electric fence. It
seems to be more an emotional issue attached to the use of
electricity.

Disclaimer - I have never liked electric fences for various reasons
including the ooh they can hurt pets and children one as well as the
fact that can be quite ugly. Just the other day I was shocked by
nothing less than a electrified barbed wire fence (which was a legacy
installation and certainly outlawed now) and while being an unpleasant
experience did not leave any damage or scarring. I will however be
much more circumspect arround electric fences in the future ie I
certainly will not be trying to scale one any time soon!
