The Occupational Health and Safety Act is quite clear on this matter:
When an electric fence is installed along a public road or in an urban
area the user shall-
(a) As far is practicable mount the electrified wires or articles in
such positions that persons cannot inadvertenly come into contact
therewith; and
(b) display notices conspicuously, warning people that the property is
protected by an electric fence.
Children and dogs/cats may not be able to read, therefore (a) applies.
The Occupational Health and Safety Act over-rules any City by-law.
I trust that this clarifies the matter and that steps are taken to
correct the installation, before some-one is electrocuted.
