You are being watched. No doubt about it: my opinion. Thank you for 
sharing the physical evidence and the elapsed response times. It is 
totally unacceptable. If they had surprised you in the house or the back 
garden God knows what could have happened; it is an uncomfortable 'wake 
up' call. What to do? Assist each other appears to be the only option i 
can think of. Lytton, Scott, Milton and Rochester is a hotspot. Extra 
vigilance is required in the area. VS's bicycle patrols must be 
instructed to give this area attention.
