Hear! Hear ! I agree with you. Find the problem - sort the problem and become more neighbourly. If after all this the problem still exists then maybe a friendly reminder or reminders to get the alarm system sorted will be called for. Get the phone number of the Rose Eedes Estate Agents and call them when the alarm is going off.
