We have made a sustained effort to get Colin to accept the help that he clearly needs, but without his cooperation (which is not forthcoming) its seems there is not much one can do. He falls between the cracks in the system, and no one seems willing to take responsiility. You could try reporting your concerns to Cape Mental Health, who have a thick file on Colin. 021 447 9040.
