The SPCA officer came after about 30 minutes and nobody answered at
the door of the house.  The dog had been taken indoors and there was
no more golf to be seen from the top of my ladder.  However the police
arrived shortly thereafter and used their siren to elicit a response
at the front door.  I saw the girl who lives there with the dog in her
arms talking to them, at which point I returned to my guests.  By the
time I checked shortly after they'd all gone - so I didn't find out
the outcome.  I've tried the cruelty hotline but they don't handle
enquiries and told me to ring the main number on Monday to find out.
I've heard no more noise from next door today.
I believe they have to get court orders to intervene - Constable
Thokolo attended with the SPCA, we might be able to get an update
directly from SAPS.
