Thanks for the info. 
May I make a suggestion: 
Should you hear anything that resembles a dog being maltreated again, will
you post it on here as it happens. With an address. 
Then one could just come past the house and say one heard it from the road
and confront the person. 
It's just horrible to know that it might happen again and that the creature
has to suffer before it can be dealt with in the "due course".

As I posted yesterday the SPCA and Police attended at the time and engaged
with them.  The SPCA officer had said to us beforehand that there is a due
process to follow involving compulsory vet assessment which if not complied
with results in measures such as seizure.  I was not present when they were
with the neighbours and so I'm unaware of what action was taken.  Their
lines are closed for the weekend, I called their Cruelty hotline the next
morning but they cannot deal with enquiries on that line.  So I am unable to
find out what action is underway until they open again tomorrow and I shall
post a comment after finding out.
