You MUST report things like that to Animal Anti Cruelty and they will
take the dog away. I reported my neihghhbour who had people sleeping
on her verander with two dogs. The dogs had no water and their chains
had got wound up together with their heads stuck against the gate. I
heard them crying and reported it, the dogs were taken immidiatley. We
are the only voice for animals...PLEASE do something! If you can't
