You must remember our standards and SPCA standards are sometimes a little
different. What some of us would consider neglect/abuse, the SPCA passes as
they HAVE to cater for the entire population.  If a dog has food and water,
it's usually fine with them. Socio-economic factors are always considered by
SPCA. This is not a criticism of SPCA, far from it, - it's just fact.
