Hi James and others

On past occasions when I have come across this young man in the same
location, ie the footpath, the far side of the river, Station Rd, he
has been friendly, even forward, but not threatening. Possibly under
the influence of some substance and not entirely rational. He crossed
a line for me however when he exposed himself but there was no attempt
to harm me physically. I decided against laying a charge but to warn
him that if he ever repeats this I will do so.

Frank - don't know to whom you are referring in the trench coat. The
person I am referring is a young male of medium height, lean and
lightly built, walks with a bit of a swagger. His skin is very dark.
He has a big smile that displays white, even teeth and he gesticulates
when he talks. His hair is braided to about shoulder length.
