This is a challenge in Obs with meters behind fences (often in servitudes, so they're not hopping over onto your stoep/into your garden). With no one at home, its often the only way for electricty and water meters to be accessed... and I've had the pain of my usage beining "estimated" and having to pay extremely high amounts month after month until they eventually get access to do an actual reading, and then credit me again (with no interest, of course). Having been through that expensive excercise a few times, I'd rather they had access to do an actual reading, especially if working in a group in a municipal minibus.
