VBR and VOX encoders deal well with silence compression.  If the music is
simplistic and repetitive and size is critical then using looped streams of the
repeating portions of the music in separate layers can reduce file size.

compressing a repeating drum track that repeats every 4 seconds separately
from the melody repeating every 20 seconds and decoding each
layer synchronously and mixing the output waveforms together.

It's done in some computer demos to reduce space whilst maintaining sound
quality - instead you compromise musical complexity.
