Personally, I've been using OpenSource products for my web-based
projects (as yet nothing really major thou). I've been using:

   - Linux OS
   - Apache (web-server) (http://www.apache.org)
   - PHP3 (Web Scripting Language) (http://www.php.net)
   - PostgreSQL (Database Engine) (www.postgresql.org)

Personally I'm interested in looking at TomCat and JSP pages but havn't
looked into this yet.

I guess the solution you choose would ultimately depend on your
requirements, and budgets. I've heard alot of good things about using
WebHUB/Delphi, but I don't really like the idea of running a 24/7 app on
NT :)
