I agree. Linux, Apache, and PHP3 make a formidable (and free) package. PHP4
is in the final beta stages, and supports session handling and compiled
scripts. I've been using Interbase via ODBC for testing my site, although
there are some speed issues with this combination (on the ODBC side). TomCat
and JSP look very attractive, and should be your first stop if you are C++
or Java programmers. I'm not sold on using Delphi as a web back-end because
it implies using Windows as a server, and I wouldn't even think of that in a
24/7 environment. Maybe when Kylix is released. I'd advise against ASP for
the same reason (and the fact that it's based on VB   :{}##    )

If you go with JSP then JBuilder might be the way to go. Otherwise use
Homesite from www.Allaire.com. It's great, and it supports all the web
languages mentioned including PHP, JSP, ASP, and of course, HTML.

For prototyping web pages in general I'd recommend Macromedia Dreamweaver.

Personally, I've been using OpenSource products for my web-based
projects (as yet nothing really major thou).  I've been using:

   - Linux OS

Personally I'm interested in looking at TomCat and JSP pages but havn't
looked into this yet.

I guess the solution you choose would ultimately depend on your
requirements, and budgets.  I've heard alot of good things about using
WebHUB/Delphi, but I don't really like the idea of running a 24/7 app on
NT :)
