Not quite the same as your problem, but my cable (not DSL) modem setup became incredibly slow some weeks back. Continuous Ping's (-t option) to the mail server showed approx 15% packet loss. I have a NetGear hardware router / firewall behind the cable modem, and by removing it, the problem went away (except that I had to use a software firewall). NetGear support said it had to be either hardware failure or firmware corruption in the router. I'd never heard of firmware corruption, but reflashing the firmware fixed the problem. Not sure what firmware is in DSL modems.
PS. I got a new computer at about the time things started going wonky - but I can't see that having any effect.I become uneasy when I hear statements like this. You really should eliminate this as possible cause. I'd remove this PC and test with another one, just to rule it out.
