Simply adding steering committees as an extra layer doesn't help of itself; you still need the rest of the reorganisation. And I want to get rid of layers, not add them. Mind you, the Steering Committee idea (and I would just have one) would address my question "where does the strategy come from?". (But even there, I would expect it to be more of a coordination activity than defining strategy; I'm under no illusions that many members of the community have their strategic directions set in other ways.
