Simply adding steering committees as an extra layer doesn't help of
itself; you still need the rest of the reorganisation.

And I want to get rid of layers, not add them.

Mind you, the Steering Committee idea (and I would just have one)
would address my question "where does the strategy come from?".

(But even there, I would expect it to be more of a coordination activity
than defining strategy; I'm under no illusions that many members of the
community have their strategic directions set in other ways. For Sun
employees it might be their job as defined by Sun management which
doesn't have to have the same goals as the community; independent
community members have their own agendas and wouldn't appreciate
being directed.)
