I expect every Project to produce bits in some form - that's what makes them Projects. What makes a Consolidation in my mind is the added focus on "building things together", "actively working to evolve itself thru the creation of new Projects", and "delivering the results of those Projects together integrated into a [logical?] component". It sounds like "publish" was the wrong label to use for those thoughts. I'm not too sure how the future IPS/repo world will affect things, but for now, even Indiana and Crossbow still seem to be Projects that intend to integrate into the ON, SFW, Desktop, ... consolidations. Maybe consolidations are on the way out. Or maybe we are seeing the beginnings of a pervasive refactoring that will create a lot more stand alone consolidations. Whatever happens, I am more than willing to revisit things after we learn more. Our goal for now is to come up with an organizational structure that allows us to mimic what we are doing today while allowing things to grow and morph into new arrangements as the future unfolds.
