That's a surprising statement from many perspectives. In part because there's no "Mr. OGB" who can expound on such things in any definitive way, but also because we had no motion to reconsider or proposal for reconsideration. As for the process issue, if you've got a better plan for how the OGB should handle cases where there's business before the board and some but not all of the interested parties decide to attend, please do propose something.
