In most cases of this sort, the person administering the agenda for the meeting would ensure that all of the parties one would expect to be present have been sent sufficient notice of the agenda so that they can attempt to be present (and send apologies if absence is inevitable rather than chosen). Is this in fact what happened? When everyone involved is aware of the meeting and of the freedom of the key participants to attend, the boards I have attended have then made case-by-case arrangements about scheduling decisions.
