Project leaders don't inherently receive any grants.  If the sponsoring 
communities (or even non-sponsoring for that matter) decide to give a 
core contributor or contributor grant to project leaders, then that's 
completely within their rights (and responsibilities).

Have you (or Moinak) asked the X Windows community for a contributor grant?

The "system" is functioning as it was intended to.  Moinak, like most of 
our (core) contributors perhaps cares more about code than grants and such.
