My proposal would be: Remove that grants system.
It seems to be too much overhead to maintain it in a proper way.
Too many people are being left out. Especially due to the "project" vs. 
"community" controversy.
To name a single example (because that's what I know best) : Juergen Keil and 
Ben Taylor do a very good job at maintaining QEMU, and in representing 
OpenSolaris to the qemu.com -devel list.
